Georgia filing interface enhanced to accept insurance certificates for more intrastate passenger carrier types

File Forms E, H, and K for motor carriers with vehicles holding 10 or fewer passengers

This spring, we teamed up with the Georgia Department of Public Safety (DPS) to apply a simple rule change to Tyler Insurance Filings, the agency's preferred method to receive insurance filings. This change was made to allow insurers to electronically file insurance certificates for intrastate passenger carriers with smaller vehicles.

Georgia requires motor carriers, including passenger carriers, to maintain one or more authority types to operate in the state:

• Household Goods authority is required for moving companies
• Passenger Carrier authority is required for carriers of passengers and their baggage
• Georgia Intrastate Motor Carrier (GIMC) authority is required for motor carriers operating a commercial motor vehicle (CMV) in intrastate commerce, i.e., operating point-to-point within the state of Georgia

In Georgia, intrastate passenger carriers operating larger vehicles (11+ passengers) are required to apply for Passenger Carrier authority and GIMC authority. Different rules apply to passenger carriers using vehicles that hold 10 passengers or fewer. These passenger carriers are not required to obtain GIMC authority to operate intrastate, and only need to apply for Passenger Carrier authority. In summary, Passenger Carrier authority is required for passenger carriers of all vehicle sizes, while GIMC authority remains required only for intrastate passenger carriers with larger vehicles.

In response to feedback received from Tyler Insurance Filings users, the filing interface was updated to reflect the unique rule for passenger carriers with smaller vehicles. Now, insurance companies can select "Passenger Carrier (10 or fewer)" as the Operating Status Type for intrastate passenger carriers with smaller vehicles. This option permits filing without being prompted to provide a GIMC ID number. (If the "Passenger Carrier (10 or fewer)" option is selected for a motor carrier that is not an intrastate carrier operating vehicle that hold 10 passengers or fewer, then the filing may be rejected by the Georgia DPS.)

Since the expansion of the system, 82% of filings for these passenger carriers have been accepted by the Georgia DPS! This update allows insurers to easily file certificates of insurance for more of their policyholders and take advantage of the benefits of using Tyler Insurance Filings, such as high acceptance rates and quick turnaround by the Georgia DPS. Rejected filings also provide communications back to the filer with a rejection summary for easy remediation.
