California automated processing: Most forms are handled more quickly, but what leads to a Pending status?
In late July, the California DMV Motor Carrier Permit (MCP) Division collaborated with NIC Insurance Filings to implement a new, automated system to review your filings more quickly than the old manual process.
The automated process has cut review times for most filings, with 80% of all filings processed completely in one business day.
The new process uses the Pending status more often than in the past, and you may be wondering about next steps. We answer some common questions below.
Why is a filing assigned a Pending status?
The automated review process starts with the CA number provided in your filing. Filings are assigned a pending status when the automated system is unable to match this number with information in the MCP database.
Why can't the CA number be found?
There are a few reasons that the provided number might not be found:
- The number entered was not a CA number. CA numbers are assigned by the state, and are different from federal US DOT numbers or MC numbers.
- There was a typo in the CA number entry. CA numbers should contain numeric digits only.
- The motor carrier may not have applied for a Motor Carrier Permit to operate in California. The MCP database only includes carriers with active permits.
What happens next with my Pending filings?
Pending filings are placed in a separate queue for resubmission or manual review by California MCP staff. You'll receive a status update by email after your Pending filing is reviewed.
Do I need to resubmit if a filing is assigned a Pending status?
No. Pending filings will automatically be resubmitted for processing every 14 days to allow for the motor carrier to submit their MCP application to the agency. After three attempts and no change, the filing will be manually reviewed by California MCP staff. In most cases, we recommend that you wait until your Pending filing is processed automatically or by California MCP staff before resubmitting.
