NIC Insurance Filings Improves Processing for California Non-Admitted Insurance Companies

Non-admitted filing companies must provide surplus line broker information for every filing to California?

NIC Insurance Filings collaborated with the California Department of Motor Vehicles (DMV) to improve system options for handling filings from non-admitted insurance companies. These enhancements help the agency process filings entirely online by the right agency staff, without asking non-admitted companies to fax forms.

NIC Insurance Filings now routes filings by admitted and non-admitted companies to separate queues, ensuring that the right person receives and reviews each filing type.

This efficient routing allows the agency to manage the review and processing of non-admitted forms entirely electronically.

The NIC Insurance Filings team is also working on improvements to help non-admitted insurance companies proactively provide all mandatory information to the California DMV. The agency requires all non-admitted filers to include Surplus Line Broker identifying information with each filing, including the broker's name and number.

An insurance company's administrator can enter in this information in the filing company set-up interface:

As of this month, filers can also enter or update this information while creating an individual filing:

California Surplus Line Regulations

Per the California Insurance Code (Section 1760-1780), non-admitted insurance carriers are required to use a licensed Surplus Line Broker when writing insurance policies in the state.

Non-admitted insurers for use by surplus line brokers must be either:

  • Preapproved and on the List of Approved Surplus Line Insurers (LASLI); or
  • An eligible carrier that has met the standards set forth in California Insurance Code Section 1765.1 and the Nonadmitted and Reinsurance Reform Act of 2010
